الملخص
إن الاتجاه العام لمعدل النمو الاقتصادي في العراق، ظل مقترناً بظروف تصدير النفط ومصحوباً بمستوى متدني من التنويع الإنتاجي وتدهور في مستوى الأداء الاقتصادي والاجتماعي.
انطلاقا من تلك الفرضية يهدف البحث الى تقييم الأداء التنموي للاقتصاد العراقي بعد سنة 2003، باستخدام مؤشر جديد هو مؤشر جودة النمو، من أجل التوصل الى قيمة رقمية واحدة يمكن الحكم من خلالها على مستوى جودة النمو في العراق من الناحية الاقتصادية والاجتماعية، للمساعدة في إعادة تقييم السياسات الاقتصادية الحالية، وتبني سياسات بديلة، تجعل من مؤشر جودة النمو ركناً من أركان اية استراتيجية مستقبلية تهدف الى تحقيق النمو الاقتصادي المستدام في العراق.
Abstract:
The general trend of the rate of economic growth in Iraq has been related with the conditions of the export of oil, and accompanied with a low level of diversification and a deterioration in the level of economic and social performance.
Starting from that hypothesis,, the research aims to assess the developmental performance of the Iraqi economy after 2003, by using a new indicator called quality of growth index , in order to reach a single numerical value through, which can be judged on the level the economic and social growth in Iraq , to assist in the
Re-evaluation of current economic policies and adopting alternative policies that make the quality of growth index is one of the pillars of any future strategy aimed at achieving sustainable economic growth in Iraq
