الملخص:

    يهدف البحث الى دراسة طبيعة وفاعلية ومدى أهمية وأثرابعاد المهارات القيادية الاستراتيجية الثلاثة المتمثلة (بالمهارة الفكرية، المهارة الادارية، ومهارة الذكاء التعاطفي)، على أداء الكادر الاكاديمي المعتمد، والتي ينبغي امتلاكها من قبل قيادات الجامعات الحكومية في كوردستان لتحقيق التميز واستدامته بالتطوير المستمر. وقد تمثلت مشكلة البحث في انخفاض مستويات التعليم بشكل عام والتعليم العالي الحكومي بشكل خاص في العراق عمومآ وفي اقليم كوردستان  خاصوصآ نتيجة للظروف السياسية والاقتصادية ومآلاتها السلبية من تدمير تدريجي للبنى التحتية المختلفة اضافة الى هجرة العقول ، خلال العقدين الاخيرين من القرن الماضي التي أكدها (تقرير منظمة اليونسكو لسنة 2014)، وعليه كان لابد للباحثين من دراسة طبيعة العلاقة الترابطية فيما بين هذه المهارات الثلاثة من جهة ومن ثم تحديد مقدار اسهام كل مهارة من هذه المهارات بشكل منفرد على الاداء الاكاديمي المذكورمن الجهة الاخرى. هذا وقد تم استخدام اسلوب الاستبانه لجمع البيانات حيث تم توزيع 649 استمارة استبيان أكثر من نصفها يدويا والجزء الاخر من خلال الايميل على القاده الاكاديمين لكافة الجامعات الحكومية لاقليم كوردستان العراق اللذين يمثلون المجموع الكلي للعينة (مجتمع البحث)، وتم استرجاع 50 % منها فقط صالحه للتحليل. هذا وقد تم استخدام نماذج رياضية حديثة مثل (SEM)Structural Equation Modelling واسلوب الانحدار لتحليل البيانات والوصول الى الاستنتاجات التى كان اهمها وجود علاقة ترابط ايجابية هامة بين جميع متغيرات البحث. أما فيما يتعلق بمقدار اسهام الابعاد الثلاثة للمهارات القيادية في تحسين الاداء المطلوب فقد تبين وجود اسهامآ ايجابيآ هامآ للبعدين القياديين الفكري والاداري في حين ظهر اسهام المهاره التعاطفية القيادية في الاداء الاكاديمي ضعيفا، وبالتالي كان لابد من تحري اسباب هذا الضعف  وتحويله الى اداة اسهام فعالة في رفع كفاءة الاداء الاكاديمي العام. وكان من بين التوصيات الحاجة لأعداد وتأسيس برامج تدريب مناسبة وملائمة للتعامل مع البعد المهاري الذي يحتاج الى اعطاء المزيد من الاهتمام لكيفية التعامل القيادي مع مشاعر وأحاسيس واحتياجات الكادرالاكاديمي لما له من فاعلية في تحسين الآداء الشامل.

Abstract:

 

This research aims at studying the nature, effectiveness and the extent of both importance and impact of the three leadership competency dimensions; (intellectual, managerial and emotional competencies), upon perceived academic staff performance that ought to be possessed by the leadership of Kurdistan public universities; to achieve distinction and maintains sustainability. Research problem is represented by the decline in the educational levels of public sector of Iraq generally and Kurdistan Region in particular. This decline seems to have been caused by unfortunate negative political and economic events resulted in a gradual destruction in the infrastructure as well as brain migration; that had occurred in the last two decades of last century; documented and reported by the (UNESCO, 2014). Authors were inspired to investigate the bilateral correlated relationships among all study variables and level of impact of each of the three strategic leadership competencies, measured unilaterally, on academic staff performance. The aim is to ascertain the level of both correlation and contribution on that performance. To accomplish this, questionnaire was used for data collection; more than half were delivered in person and the rest distributed by email; among the 649 academic leaders representing the “research population” in Kurdistan public universities. Only 50% of which was returned intact. Latest mathematical models were used for data analysis such as Structural Equation Modelling and Regression to achieve results/conclusions. Findings proved significant positive correlation among all research variables and a significant positive contribution made by both intellectual and managerial competency dimensions; whereas the emotional competency, (the third dimension), has shown insignificant contribution (low contribution) towards academic staff performance. Therefore, the authors recommended establishing appropriate training programs, specifically designed to enhance emotional competency to improve the overall academic staff performance.
